According to projections from the Department of Education, minorities are expected to outnumber white students in the public school system beginning this fall. The majority-minority shift is due in large part to non-immigrant children, specifically Hispanics and Asians. Based on data gathered from the Census Bureau, the U.S.-born Hispanic population has increased by 98% since 1997, while the Asian population has doubled. As a result of this shift, the public school system is faced with the immediate need to provide language programs for English learners.
